. >> one key part of the plans is the creation of a banking union. finance ministers were supposed to be discussing the first steps to building such a union today, but the talks collapsed without progress. the discussions are very contentious, mainly because of the devolution of national powers to brussels. our correspondent has been following the talks and explained why they collapsed. >> another meeting on this next question, another failure. basically, the differences between member states were not healed. on the one side, you've got germany being very questioning about the central core idea, which is that the european central bank will become the supervisory body for the whole euro banking area, insuring heavy capitalization of banks to bolster them against future economic shocks. germany does not think that is necessarily the right body to do it. it certainly does not think that all 6000 banks in europe should be involved. france on the other hand -- france and spain leading the charge, saying that this must be done now. financial markets are being very good and not panicking,

capital building after the republican-led legislature passed a series of right to work bills. union activists are angry at the new measures which they say weaken unions and limit workers' rights. the governors made it clear he's ready to make it law. that would make michigan, which is considered the birth place of organized labor, the 24th right to work state. >>> for a second straight day, growing outrage in egypt as protesters attacked president mohamed morsi's house. and others demonstrate in tahrir square. a live report on the protests right after this. a long time bedrock of union employment could soon become the nation's 24th right to work state. protesters rallied at the state house and senate on thursday. both chambers passed separate bills banning mandatory union dues from non-union members. the republican governor said he would sign the bill when they are sent to him. tech stocks gave wall street a modest lift. the dow finished 39 points higher on thursday while the nasdaq was up 15 points. apple one of the tech stocks that led the stock market said it will move some of its mass computer production from china to the u.s. it accounts for less than 20% of apple's business. the rest is from ipod and ipad production. one factor may be that tiny labor costs are rising much faster than u.s. wages. and the securities and exchange commission is investigating netflix and the company's ceo. hastings is dismissing the s.e.c.'s claim that his facebook post in july may have boosted the online video company stock price. at the time he mentioned how much netflix viewing had increased. the stock price rose 19% over a two day period. the
